FNADE the Garanteed Recovery by Waste Operators
A choice for material resale
The new agreement called "D Scale" allows each local community to organize recovery material by material, according to three options :
the system showed its mettle during preceding approval (2005-2010) with an experiment of very positive liberalization to the eyes of many territorial collectivities, in particular during the great variations of course of materials in 2008 and 2009. The new device was improved in order to take account as well as possible objectives of all the parts, within the framework of the validated specifications of the sector REFERENCE MARK of domestic packing:
• Option Federation (ex Reprise Guaranteed)
It is proposed by the companies providing the communities via their federation or trade union. It is for this reason that the FNADE signed a Convention with each of the 2 éco-organizations (Eco-Packing and Adelphe), fixing all the rights and duties of the parts.
A new mark was selected: “Garanteed Recovery by Waste Operators” known as G.R.W.O.
• Option sector (ex Garantie of recovery)
She is proposed by specific professional organizations by family of materials.
• Individual option (ex recovery local government agency)
The local government agency chooses its transferees directly and assures itself the responsibility for the good end of the operations of effective recycling.
Main advantages
• A framed device
The resumption of sorted materials proposed by Fnade members is described in a book of the clauses signed between each approved company and our federation.This book of clauses organizes the device and engages both parts.
• A guarantee of removal of materials
The agreement envisages a guarantee of removal and recycling of packing throughout approval is 6 years.
• A total traceability
An effective recycling of removal tonnages and a total traceability to the final recyclor are commitments entered into by the operators who are entitled to emit the certificate of recycling, release of the payment of the supports.
• Transparency and reporting
Monthly reports/ratios are transmitted to the local communities like with the professional federations and the companies approved indicating tonnages by material and recycled tonnages resulting from the sorting offices.
• Prices of recovery to improve the receipts of valorization
The price of recovery is indexed on the known mercuriales.The guaranteed minimal price is equal to zero, departure sorting office.
Certification
The FNADE labellises the operators who subscribe to the following requirements:
• To engage with the strict observance of the regulation applicable to its activity and to have the technical capabilities and administrative suitable to conclude the resumption of Waste of domestic packing (under the conditions defined in the Book of the Clauses).
• To respect the Book of the General Clauses.
• To be adherent with the Federation and to comply with the rules of this adhesion.
